Dear Fan Ziye, Thanks for your interest in LilyPond! The Contributor's Guide (we call it CG for short) is a great place to start.
Once you've read it through, you can consult http://code.google.com/p/lilypond/issues/list. There are several issues that involve Scheme and C++ and perhaps even some that involve our various Python scripts. Once you find one (or several) that interest you, please let us know. Alternatively, a great way to start with LilyPond is to implement a new feature that you want to add to LilyPond. So, once you've looked through the Google issue tracker, please get back in touch and we can go from there.
