I don't know how related this is, but GitLab has "Description templates." <https://docs.gitlab.com/ee/user/project/description_templates.html>It looks like that could prefill descriptions for issues and merge requests with common questions, like does this need a regtest, does it need documentation, does it need a "Changes" entry, etc.
