If it needs to be separate, why mention it at all in the NR? I'd just make it a "manual" of its own, linked on http://lilypond.org/manuals , and perhaps mention it on http://lilypond.org/doc/v2.24/Documentation/learning/overview-of-manuals.html and/or somewhere in http://lilypond.org/doc/v2.24/Documentation/learning/the-internals-reference-manual .
