This indicates that you don't have a complete installation of teTeX. I don't know about the Slackware packages, but maybe they have split teTeX into several packages and you are missing one of them.
Actually, the file mf.base itself is actually created by texconfig, which is normally done during the installation of teTeX. Try to run texconfig as root, choose the menu item MODE and set the mode to 'ljfour' (or whatever suits your printer better). This should recreate the mb.base file.
