Please be more explicit. I may only guess that the ‘inconsistency’ you’re referring to is the different direction of the TextScript: above/below the staff. There is no inconsistency here. Thomas Morley _very_ extensively explained the function of - versus _ and ^, including the fact that \voiceOne changes the default direction for TextScript, amongst others, so it appears above the staff. \voiceOne is introduced in <http://lilypond.org/doc/v2.18/Documentation/learning/explicitly-instantiating-voices>.
