Isn't this just 13/8? Three triplet eighth notes make a quarter note. So it's 3+3+3+3+1 all over 8, and the notes will be written out as four dotted quarter notes and an eighth note per measure. And if you divide your crochet beats in twos, they'll have to be written out as duplets of eighth notes.
