You need to go for
\once \override _PianoStaff_.Arpeggio.positions = #'(-3 . 12)
NB the first value of the pair is the lower end!
Thus '(3 . -12) wouldn't print anything.
Or use \offset
\once \offset positions #'(0 . 1) PianoStaff.Arpeggio
