quoted = {c'4 d' e' f' g'}
\addQuote "quoted" \quoted

quoting = \quoteDuring "quoted" {s1}

\new Staff \with {instrumentName = "Quoted"} \quoted
\new Staff \with {instrumentName = "Quoting"}
  { \new Voice \with { \transposition c } \quoting }
