The "format" field has to be "svg" and not "svc (cairo)" or "pdf to svg"
In that case, you are using LilyPond's SVG backend. In earlier versions, there were some things to consider, see https://github.com/OOoLilyPond/OOoLilyPond/wiki/File-formats#svg-and-svg--dcrop Good to hear that it works for you! There is no external PDF to SVG conversion needed, so these settings should not matter at all.
A confusing issue is that when you click the "format" drop-down, the drop-down list appears, not next to the box, but somewhere else on the screen a fair way away. It is easy to just not see it (especially with a large monitor) and to think that the drop-down does nothing.
Oops, that's really strange. Some research in the LibreOffice bug tracker leads to this: https://bugs.documentfoundation.org/show_bug.cgi?id=160415 Apparently, it's a known problem still waiting for a fix.
