I surely do not understand well: "Only the first inversion can be created by adding a bass note. The second inversion requires changing the root of the chord. " The example shows the Second inversion of c'1: coded as c':/g and then the first inversion coded as e:6-3-^5 and e:m6-^5 Therefore, it is the first inversion what requires changing the root, whilst the second inversion CAN be created by adding a bass note.
