The basic problem with national sublists is that they you have fewer
highly qualified people that answer questions and hear about end user
problems that they might go ahead fixing.

The advantage is that people often are more comfortable discussing
problems in their own language without bothering highly qualified people
with answering questions and hearing about end user problems...

Side channels need a certain amount of audience to make sense.
