You must flash a master image relevant to panda board on the sd card. Once you have flashed the master image, boot the board once with the master image, where it will setup the partition layout. Then you can use the panda device on LAVA for testing. You can find master images here - http://images.validation.linaro.org/lava-masters/ Alternatively you can also use a dynamic-master image without loading anything on sd card. I haven't tried dynamic master images in panda though.
