michael, i think the linuxdoc format is the ideal launchpad for what
you're thinking about, since:

1.) it already has processors that will convert the sgml source into
text, html, postscript, latex, info, and rtf.  the last of these means
we could even give m$ users something that would look halfway decent
to them when they pull it up in word, so we can start their
conversion.  :-)

2.) in lyx, it already has a graphical front end that anyone could
use, meaning anyone at all could help write documentation, not just
people willing to take the time to learn that $\frac{1}{2}$ is the way
to write 1/2.  ;-)

yodl, reviewed in the latest linux journal, looks like another
possibility except that it doesn't yet support so many output formats,
it doesn't have as long a track record, and doesn't yet have a gui
editor.

i think you're very much on the right track by looking into lyx and
posting on the lyx-users list to get help creating a new document
class there.  i don't know the details for what needs to be done, but
it's probably not too hard to modify the linuxdoc class to do what you
want to do with chapter numbers and page breaks at the end of each
chapter.  may i contribute a name for this new document class?:
