On linuxdoc.. it is now called SGML-tools, and the homepage is

The processors need a fair bit of work, particularly the LaTeX ones. The
style is rather eclectic. I don't know about the rtf equivalent.
It would be very useful for a talented graphic designer to come up
with good designs for the standard translations, and perhaps a few
variants.

I took a look at modifying linuxdoc, and my yacc wasn't up to it.

I'd use SGML-more if it were more aesthetically pleasing.
