I have used Photoshop 3, Photoshop 4, and gimp through various beta
versions.  ;)

GIMP is up on photoshop in a few fronts.  One is, the huge number of
languages, and scripting formats it supports.  Another bonus, kind of a
repeat though, is that it does support scripting, which photoshop does
not.  Now PS4 does support actions, which are close to scripting, but
aren't quite as powerful.  The one big plus about actions are, is they can
record actions, and its a drag and drop based scripting format.  I don't
know if such a plugin exists for gimp, but I'd bet it would be fairly easy
to do. 

However, the biggest thing that PS4 will have over GIMP, might be the
hardest to fix...  That is seperation/postscript output, is not up to the
exacting standards of PS4, especially since adobe invented the standard.
It will be difficult to send off jobs to a professional print house, and
get accurate color reproduction, because color printing is very precise
and extremely easy to screw up.

Of course if all you do is online work that won't matter.  :)
