Mike Hammel, the Graphics HOW-TO guru, gave a demonstration of Gimp at the
last Boulder Linux Users group. From what I could see, Gimp is highly 
competitive with Photoshop supporting multiple layers, a huge number of
plug-ins, and an open interface for creating your own filters.

He's written a series of articles for Linux Journal on Gimp. I'm not
sure if they are available on the net.
