zoning etc.  *

But, I don't think we're clear (or at least confounding) the
"Lincoln" problem statement across 3 topics:

- *Public Transportation*: Boston is a growing city and should leverage its
rail network. --> Lincoln should do its part. Assuming the solution to
urbanization is *still* on better accommodating bedroom communities vs.
encouraging more city living.
- *Population decline*: Lincoln's population is shrinking unlike many other
towns in MA -->  Something is rotten in the town of Lincoln.
- *Affordable housing*: We need more affordable housing in MA --> Lincoln
is not mobilizing *materially* around this issue.
