Waiting is not necessary. It is not uncommon for a plan to be in place, with someone designated to lead and a target amount to be raised, initial donors identified and worked with. When such fundraising is announced, a substantial sum is already “in the bank."
There are several accomplished fundraisers in town, and several other individuals who raise large sums on a regular basis from Lincoln residents for local organizations. Before the promise of private fundraising is offered to those about to vote, a foundation for the appeal needs to be in place.
