I had thought (could be wrong) that Hanscom residents vote in Lincoln.  That 
could explain the 5000 registered voters.
It is unlikely that residents of Hanscom would be motivated to attend town 
meeting and vote on local Lincoln issues.
I’d love to  know if this could be the case.
