Possibly because signs won’t do any good. It’s obvious to any normal person that you shouldn’t dump litter on roadsides. So the kind of person who would throw trash out of their car is the kind of person who doesn’t care and won’t be stopped by a little sign. Now if we said $5000 fine for littering and had people watching every roadway 24 hours a day, that might have some me effect, but that’s not very practical. Leslie Turek
