Lincoln long has had policy that limits signage to maintain rural character.
This includes political signs, the signs in the 5 designated municipal areas, 
and the signs that advertise private schools and trade/service work.
All signs, other than municipal signs, are to have some direct connection to a. 
Lincoln resident.

As to littering, we have a wonderful ad hoc  group of residents who’s they walk 
around town, take bags to collect trash and place it in appropriate 
receptacles. 
We are deeply indebted to them for voluntarily  maintaining our roadways, 
freeing our Public Works folks for the heavy lifting.
