Of the 298 Lincoln housing units listed on the state's Subsidized Housing Inventory, only 178 are actually affordable, and the other 120 are full market rate. This is due to peculiar EOHLC rules that count all of the units in a rental development on the list if just 25% actually are. An example is Oriole Landing. Only 15 of the 60 apartments are deeded as affordable, with the other 45 at full market rate. But the State counts all 60 on its SHI. Lincoln's 'real' affordable inventory is only 7.7% of its housing stock. Don Seltzer
