Yes, but it's not really a particularly interesting bit of informarion, and you need to be very close to read the water meter. Using water doesn't even mean you're home or away, since the dishwasher or washer could be running. At the same distance, you can see the number of cars in the driveway, whether the lights are on, whether there's a package at the door, etc. I spend a lot of time both at work and personally on data security, and my water meter isn't even remotely something I'm concerned with.
