You may want to look at activex controls that wrap DirectX 9. Dx9 (+
VMR-9) includes a grabBitmaps function and a variety of ways to overlay
transparent bitmaps / text on live video.
e.g. MontiVision Smart ActiveX
if you want to get dirty there's an article + c++ source at
