You could do it in the old-skool rendered scene RPG-style eg. A gallery where you can click your way through w/ the pictures on the wall that you can click to enlarge... You could easily make that work if you've got some photo-equipment and a big building somewhere where you can take pictures...
We did something like that 6 or 7 years ago, and it still looks nice and runs on any system... Just a lot of pics after all, with shapes over the clickable zones...
