Have you looked at the Xtra from Tabuleiro? (tabuleiro.com). I think 
it's called WebXtra. It uses the AX stuff too, but it's an actual 
Director Xtra rather than a simple component insert. I don't know if 
using it would address your direct-to-stage issues though.

If not and you really want to put things on top of the browser 
display perhaps MIAW would work? (At least for an overlay of the 
controls.)
