Go to www.meliorasoft.com and check out their KeyboardControl Xtra.
You can define a list of hotkeys to be intercepted. 
There may be some issues with NT/W2000 and admin privileges though, so check the docs 
first.

Meliora has excellent support, so why don't you ask them directly?
