Moving 20 1024x768 images at 30 fps rate would be quite a challenge.

What do you mean that you "need the full 1024 by 768 size to be animated"?

Although video would play at 1024x768, it would probably perform better, 
because video codecs can drop redundant pixels and only display the 
changes, and you will probably find that you can play the video at 1024x768 
with better results than you could do the sequence yourself, performance-wise.

And 2/3rds of a second is pretty small, so any imperfections probably 
wouldn't be noticed, and I bet you could drop to 10 or 12 fps without 
anyone noticing, if not even 6 or 8.
