Good question, Kenneth. I usually do, but then I do a lot of my development on a Japanese system anyway (at least towards endgame).
I never tried compessing on a European system for the Asian market--all the discs I've done have been limited to 2-3 languages. It would be an interesting scenario, though--English/Japanese/Chinese CD, swap out casts according to language. I'm pretty sure protecting them on the multibyte system would work, but I'm not sure about the other way around. I looked at the files in a binary editor and they seem to have different headers, but I'm not sure there's any other differences.
