Copy, sort of. Shortcuts, no.

Copy can actually be done using downLoadNetThing, though this will not properly copy Macintosh program resources.

You have at least two Xtra alternatives to help with this -- BuddyAPI, which cna create program groups, shortcuts and so on; and FileXtra3, which is free, and I don't recall offhand whether it can do shortcuts or not.
