Windows does that by default, with every version of the OS up until 2K, where apparently Microsoft FINALLY realized that it's frickin' annoying and utterly purposeless to copy *every* file attribute -- including the "locked" bit -- from a CD to HD.

You'll have to use an Xtra to manually check and set the lock state of the file.
