You can open multiple images at once (as in: open "a.jpg b.jpg c.jpg" with "photoshp.exe" - just separate them with spaces).

Otherwise, it's a restriction of Photoshop. Possibly there might be a way with a custom Xtra to drop the image on, but I don't think there's anything on the market that does that, but maybe someone has written some container/drag-drop Xtra.
