It's exactly the same as the one I mentioned - it just emulates a keyboard so the application can't tell the difference between the barcode reader "typing" something, or the user doing it on the keyboard - except that it's usually set up to send some special characters before the barcode so it can be routed to the correct field automatically.
For example, at a former place-of-work where barcodes were used, we would write stupid messages, encode them as barcodes, and print them out.
