In most cases your server will determine the bandwidth the user is at and stream the appropriate video. Don't know much about your streaming server but usually you would post a reference video. This video would reference the appropriate playback video for the user's connection.

For streaming QT in a browser, your size and speed are set in your QT prefs (at least for the "streaming" trailers on QuickTime.com). I don't know if this carries over to stuff like Shockwave or not, but I would guess it does. You can set your speed there to be higher than it "is" if you want a higher resolution stream.
