I honestly have no idea what question you're asking. Are you asking if shipping a <projector>.INI file that overrides default settings is better? What kind of optimization are you looking for? Do you have some part of your product that's slow? If so, tell us about it and how you've implemented it and maybe we can figure out what's slow about it.
