It works as expected here.
I tried the sequences 1-2-3 and 1-3 repeatedly.

I also put "sound(1).status" in the object inspector to monitor the process.
It toggled btw values 3 (playing) & 0 (stopped) as expected.

WinXP Pro, Dir MX, integrated sound (on motherboard).
