Don't know if this is a direction - but I have had the same issue
come up when creating a projector for the PC on a Mac running VPC.
With the projector in the Mac/PC shared folder, I would get this
error message. Moving the projector to the C drive resolved it. I
thought this was a VPC issue - but you might try moving it to your
primary drive (if it isn't there already).

Not a solution - but if it works there, then at least you may have
isolated a bug.

(fwiw - trying to provide such an ini file had no effect)
