Sounds like a typical management type. Get him fired.

I'll second that. I was going to suggest Buddy, but I'm on the digest, so
the solution was posted long before I could have suggested it. I doubt that
you'll ever be able to prevent the OS from occasionally taking over, so the
best solution is to put the cursor where it can't be seen, rather than
trying to force its type.
