I don't think it shipped with D8.  It used to be in D7 under the Save as 
Java section, and since Save as Java I don't think made it to D8, I suspect 
someone forgot to rescue FileXtra from oblivion and restore it to the 
general population.  You'll have to get it from a D7 disk, I'm afraid.
