It is not really clear what you mean by "Special Folder on CD-ROM"?
Could you explain that to a three year old?  ;-)

Anyway, as long as it's not confused Director actually uses the 
absolute path to linked media, to do a relative lookup, based on its 
own absolute path.
The explanation is interesting....
Anyway, the operational value of that information is that you can 
move a dir movie and it's linked assets around, as long as their 
relative location is maintained, and they will find each other.
Apparently some people manage to befuddle Director so this fails.
My usual advice is to update your project on a dedicated volume, 
where all files are located exactly as they will be on the CD. Be 
absolutely sure that the process will not find linked assets in their 
original absolute positions, ie in your development directory. I 
prevent that by renaming old folders or volumes, or simply unmount 
volumes. All these operations are very easy on  a Mac, and probably 
nervewrecking on a Wintel. Then burn from this volume.
