You can't embed a pdf file in Director. You can make it appear to the end
user that you've done this, though. One way is to use the ActiveX controls
(Windows). Another is by using the PDFXtra, http://www.pdfxtra.com . And
you may also be able to use an Xtra like Buddy API, DirectOS, and MasterApp
to open the file in Acrobat Reader in a specified window position and size
so that it /appears/ to be opened on the stage. Those Xtras can also send

In all cases you'll need to distribute the externally referenced pdf files
with your project.
