I've been looking forward to an opportunity to get some in-depth info about
this, and now looks like a good time.

I've noticed poor text performance, even in "fast", well-specced machines,
that seems to be in some way OS related ie. the performance is better with
win2K than win9x.

It's interesting that you point at text, rather than video or any other
possible candidates. Is there more you could add about how text
rendering/display/manipulation is accomplished that might relate to a
performance slowdown?
