You should give it a try. If I put the environment.internetconnected when I'm online, it says #online. If I do it when I'm not online, it says #offline. Doesn't that tell you what you need to know? There may be exceptions, like if you are on a network that provides its own IP numbers, and the network has a fault with its connection to the Internet, but that may be uncommon. You could try downloading a file if it's says you're #online and you want to be sure, but if it says you're #offline, there's a pretty good chance you're not online.
