Hi,

DirectConnection (www.directxtras.com) allows you to manage dial-up
connections (typically modem connections) but I don't think it detects the
physical presence of a modem.

DirectCommunication will allow you to test for the physical presence of a
Modem by sending commands on the com ports (unfortunately I don't have my
Modem reference book near me so I can't give you the exact command).
