I am not sure "hovering" is accurate in the news report, as the ship was at sea, and long range drones from land tend not to be able to hover.

The team I facilitated at the Navy Warfare Innovation Workshop 2020 (NWIW) were working on countermeasures against swarms of drones, with TIDE: "Treat Identification Detection and Effects". Ukraine acquired Baykar Bayraktar Turkish drones, which have proved effective in smaller conflicts. These are smaller and cheaper than US models, but are equipped with sophisticated electronics.
