The Japanese government is planning to connect major cities with automated
zero-emissions logistics links ...

West Australia already has a 280 km automated cargo conveyor, carry 28,000 tonnes, called a "train". https://www.progressiverailroading.com/RailPrime/Details/Rio-Tinto-finds-success-in-its-autonomous-freight-train-operation--70277

That train is diesel, but another mine in WA is purchasing battery powered locomotives which will not require external power. The energy from a full train running downhill to the port will be stored in a battery, and used to push the empty train back up to the mine: https://www.wabteccorp.com/newsroom/press-releases/wabtec-and-roy-hill-unveil-the-first-flxdrive-battery-locomotive

A semi-autonomous road train is also being tested. This has a driver in the front truck, and driver-less ones follow it: https://www.cmewa.com.au/safer-smarter-cleaner/articles/world-first-autonomous-road-train-milestone-in-wa/
