I've just read the findings and I am amazed that you can come to that conclusion. It is technically true that he died of dehydration. Dehydration takes time. It is abundantly clear from reading the findings that David Ireland's chances of survival would have been far higher had his calls to emergency services been dealt with competently, because that would have increased the likelihood of him being found earlier.
