I know it's not perfect, but a much easier solution would have been to just call regular Telstra faults via Skype Out or VoIP. I suspect the Telstra 24x7 can only deal with easy faults, billing issues etc. When you call faults to report a landline issue they run tests while you wait, something 24x7 is obviously not yet trained or equipped to do.
