A couple of considerations:

Just because two IP addresses have the same first three leading octets, it
doesn't necessarily follow that they are in the same subnet. They are
likely single IP adresses with a /32 prefix, and probably don't represent
the underlying servers on a 1:1 basis.

As Avi mentioned, with anycast a couple of service IP addresses like the
two above can be announced in a lot of locations.
