It seems they (ABS and IBM) were using Softlayer. Someone rang their
help desk and asked if it was likely that there had been a DDoS. The
response was - very unlikely.

The most reasonable explanation is that they didn't expect everyone to
try and log on at about 7:30, after dinner. Someone had already
predicted this and had it published in the age - on August 4

Of course, this explanation won't go down well in government circles.
And it may be wrong, but some evidence, or at least independent
corroboration, would be nice.
